Chinese Local — AI Legislation

Within China’s three-tier central — local — enterprise collaborative governance, AI legislation at the subnational level serves a pilot-and-experiment function: mechanisms tested locally (classification-and-grading, regulatory sandboxes, low-risk pilot-and-experiment) are often absorbed into national-level legislation. The Shanghai instrument is intentionally separated from comprehensive local legislation: it regulates one government-procurement application and should not be read as a citywide AI Act.
